Staffing requirement for the “Humanitarian WASH Interventions in Kavrepalanchok District, Bagmati Province” Programme

Civic Forum for Sustainable Development (Civic Forum), one of the leading member-based non-governmental organization (NGO) in Kavrepalanchok District, is implementing the Programme “Humanitarian WASH Interventions in Kavrepalanchok District, Bagmati Province” in partnership with UNICEF Nepal. The programme is being implemented from 25th December, 2024 to 24th June, 2025 and will serves communities in Panauti Municipality, Namobuddha Municipality, Roshi Rural Municipality and Bethanchok Rural Municipality of Kavrepalanchok District.

Civic Forum invites application from qualified and experienced candidates for the following positions:

Position: Climate Resilient WASH Officer

No. of Vacancy: 1 Position

Minimum Academic Qualification: Bachelor’s Degree in Civil Engineering or an equivalent field from a recognized University.

Minimum Requirements:

  • At least 5 years of professional experience in Disaster Risk Management, Hygiene Promotion, Community WASH and Social Mobilization.
  • Ability to lead the overall technical implementation of the Humanitarian WASH Interventions Programme in collaboration with UNICEF, ensuring compliance with required standards.
  • Strong technical and management oversight of the program’s design and construction activities, including water supply schemes, multiple-use systems, source protection schemes and sanitary systems ensuring climate-resilience, accessibility and sustainability.
  • Familiarity with climate-resilient construction techniques and eco-friendly materials.
  • Proven experience in designing, planning, and implementing water supply systems, including experience in pipe network design, water treatment processes, and distribution systems. Additionally, Knowledge of modeling software such as EPANET, WaterGEMS, or similar tools is a must.
  • Ability to oversee the construction, installation, and renovation of water and sanitation infrastructure, ensuring quality and compliance with national and international standards.
  • Capability to conduct assessments to identify the specific needs of affected communities and ensure that interventions are sustainable and climate resilient.
  • Strong coordination skills with local governments, municipalities, and stakeholders for effective programme delivery.
  • Expertise in overseeing the procurement and distribution of materials whilst ensuring quality assurance.
  • Ability to facilitate field visits for monitoring and evaluation.
  • Proficiency in preparing technical reports documenting programme progress and challenges as per the required guidelines and standards.
  • Excellent written and oral communication skills in English and Nepali.
  • Ability to train technicians and community members on maintenance and management of WASH facilities.
  • Proficiency in AutoCAD, Microsoft Office, relevant design software, and effective communication skills are essential.
  • Individuals with non-technical certificates in addition to technical certificates are strongly encouraged.
  • Possession of a valid two-wheeler license is desirable.

Position: Water Quality Officer

No. of Vacancy: 1 Position

Minimum Academic Qualification: Bachelor’s degree in Public Health, Public Science or a related discipline from a recognized University.

Minimum Requirements:

  • At least 3 years of professional working experience in Water Quality, Hygiene Promotion and Community WASH.
  • Proficiency in conducting water quality testing and training sessions with a focus on climate-resilient water safety measures. Especially, focusing on VMW/WSUCs/Palikas.
  • Ability to support the creation of Water Safety Plans and promote climate-resilient practices in water quality management.
  • Capability of leading the Water Quality and Water safety ensurance at the scheme level.
  • Strong coordination and facilitation skills for engaging government and community groups with capability in facilitating the MoU between WSUCs and Rural Municipality for operation and maintenance.
  • Capability of reporting on Technical capacity building events with emphasis on the Water Safe Community Declaration.
  • Excellent written and verbal communication skills in Nepali and English.
  • Proficiency in MS Office (Word, Excel, PowerPoint), email, and internet tools.
  • Possession of a valid two-wheeler license is desirable.

Position: Social Mobiliser (SM)

No. of Vacancy: 6 Position

Minimum Academic Qualification: 10+2 or equivalent.

 Minimum Requirements:

  • At least 3 years professional working experience in Disaster Risk Management, Hygiene Promotion, Community WASH and Community Mobilization.
  • Knowledge and understanding on GESI issues, SBC, Community Organization Strengthening, and WASH service delivery is required.
  • Ability to take responsibility of field activities considering governmental and programme guidelines, norms and criteria.
  • Ability to support WASH Sub-Engineers in project activities including construction facilitation, engaging and mobilizing local communities ensuring active participation and contribution of community members in project activities.
  • Capability in facilitating mass hygiene promotion and awareness campaigns ensuring community management.
  • Capability to promote climate-resilient practices to ensure sustainable and climate resilient WASH solutions.
  • Proven ability to coordinate with ward offices, local governments and other stakeholders for effective program implementation.
  • Ability to collect learned lessons, good practices, success/case stories, challenges, and risks and share with the team.
  • Excellent written and verbal communication skills in Nepali and English.
  • Proficiency in MS Office (Word, Excel, PowerPoint), email, and internet tools.
  • Possession of a valid two-wheeler license is desirable.

 Position: ASE/WASH Technician/Plumber

No. of Vacancy: 4 Position

Contract Duration: 3 months

Minimum Academic Qualification: 18 months ASE course from recognized Institution or plumbing/ mason related trainings/ workshop/ experiences.

Minimum Requirements:

  • At least 3 years of professional working experience in the field of Disaster Risk Management, Hygiene Promotion and Community WASH.
  • Capable of providing technical support in the programme field activities under WASH Sub-Engineer’s supervision.
  • Ability to take responsibility for the repair and maintenance of water supply and sanitation systems ensuring climate-resilient practices and compliance with programme standards.
  • Capable of conducting assessments of WASH facilities to identify issues and implement appropriate plumbing solutions.
  • Ability to coordinate with WASH Sub-Engineer to oversee quality control during construction and repair work.
  • Ability to train community members on climate-resilient plumbing practices and operation/maintenance of plumbing systems.
  • Ability to maintain records of plumbing and other work activities and report the progress, including tracking material usage, labor hours, and work completed.
  • Ability to ensure accurate documentation of daily activities, challenges faced, solutions implemented, climate resilient approaches adopted and provide timely reports.
