Programme Evaluation by the Social Welfare Council (SWC)

On 12–13 April 2026, the Social Welfare Council (SWC) conducted an evaluation of the programme titled “Humanitarian WASH Interventions in Kavrepalanchok District, Bagmati Province,” which was implemented by Civic Forum as the Implementing Partner (IP) with financial support from UNICEF Nepal. The programme was carried out in Panauti Municipality, Namobuddha Municipality, Roshi Rural Municipality, and Bethanchok Rural Municipality from 25 December 2024 to 31 October 2025 in response to the impacts of the devastating rainfall that occurred between 26 and 28 September 2024.

As part of the evaluation, an SWC evaluation team comprising Team Leader Ms. Sanju K.C. and Team Member Ms. Yamuna Wagle conducted field monitoring and observations of the structures supported, constructed, and rehabilitated under the Nepane Phyangkhola Water Supply, Sanitation and Hygiene Improvement Scheme and the Devikhola Water Supply, Sanitation and Hygiene Improvement Scheme in Ward No. 11 of Panauti Municipality, as well as the Makhlo Dadakateri Water Supply, Sanitation and Hygiene Improvement Scheme in Ward No. 11 of Namobuddha Municipality. The evaluation team also met and interacted with members of the Water Supply and Sanitation User Committees and local beneficiaries to assess the effectiveness, relevance, and impact of the programme.

As part of the evaluation process, the team further held meetings, discussions, and consultations with members of the Civic Forum Executive Committee, the Chief Executive Officer, and staff involved in programme implementation. In addition, the team met with Mr. Ram Sharan Bhandari, Mayor of Panauti Municipality; Mr. Bipendra Lama Tamang, Chairperson of Ward No. 11, Panauti Municipality; Mr. Santosh Kafle, Environment Officer of Namobuddha Municipality; Engineer Ujjwal Aryal; Mr. Krishna Bahadur Tamang, Chairperson of Ward No. 11, Namobuddha Municipality; and Mr. Shankar Prasad Bhattarai, Ward Secretary, to discuss and review various aspects of programme implementation and outcomes as part of the evaluation.
