Humanitarian WASH Interventions in Kavrepalanchok District, Bagmati Province

Objective:
  • To provide emergency response and early recovery in essential WASH services integrating sustainability and climate-resilience to improve health and well-being of disaster affected communities.
  • To repair and rehabilitate damaged water supply and sanitation systems to restore functionality and improve living conditions.
  • To build the capacity of community members, Water Supply and Sanitation User Committees (WSUCs) and stakeholders for the effective management, monitoring, and sustainability of WASH infrastructure.
  • To empower communities through education and participatory approaches, fostering ownership, improved hygiene practices, and sustainable WASH management.
  • To integrate climate-resilient features into WASH systems, ensuring they withstand future climate-related hazards.
  • To provide support for children, women, and other marginalized groups in ensuring equitable access to safe water and sanitation facilities.
Key Activities:
  • One day orientation of 12 social mobilisers in need assessment for WASH sector emergency response and early recovery in the selected municipalities.
  • Conduct comprehensive need assessments in the 4 selected rural/urban municipalities.
  • Organize meetings with local government to gather input and validate findings regarding the need assessment results.
  • Regular WASH cluster coordination meetings including activities of partners mapping and tracking of humanitarian WASH interventions through 4W.
  • Organize review and reflection meeting.
  • Minor repairs of water supply systems.
  • Major repairs/rehabilitation of water supply systems.
  • Capacity building of Water Supply and Sanitation Users Committee's (WSUCs) on Water safety plan and Plumbing training for sustainability of scheme.
  • Handover of Water Quality Test Kits to WSUCs.
  • Households latrines repair and rehabilitation.
  • Conduct mass hygiene education and awareness campaigns through community engagement in 18 communities.
  • Provide Menstrual Hygiene Management Orientation (use of sanitary napkins/cloths & proper disposals) for Adolescent girls and women in 18 communities.
  • Distribute hygiene kits, water supply and sanitation supplies to 1000 families in selected communities.

Expected Results:
Coordination support provided to palikas and humanitarian agencies in the selected palikas and district.
Drinking water facilities to households, communities affected by floods and landslides within selected rural/urban municipalities are restored.
Sanitation & Hygiene Facilities and services to households, communities affected by floods and landslides within the selected rural/urban municipalities are restored.
Water Quality Testing and Monitoring Mechanism established and MoU on operation and maintenance (Sustainability Compact) formalized at Palika Level for demonstrating.
Affected populations are provided timely, relevant, and clear information about the available humanitarian response and key lifesaving messages, using appropriate languages, formats and media (channel) that can be easily understood.

Completed WASH Needs Assessment in 4 Palika. A total of 105 water sources in Panauti, 129 in Namobuddha, 176 in Roshi, and 103 in Bethanchok have been identified.
Completed organized meeting with local governments (Panauti, Namobuddha Municipality and Roshi, Bethanchok Rural Municipality) to gather input and validate findings regarding the need assessment results. A total of 105 water sources in Panauti, 129 in Namobuddha, 176 in Roshi, and 103 in Bethanchok have been approved.
One WASH Cluster coordination mechanism made functional in Kavrepalanchok district and completed 8 times WASH cluster meeting.
Two Review and Reflection Meetings have been successfully conducted.
3 minor repairs of water supply systems were completed. A total of 488 individuals, including 240 males and 248 females from 93 households, gained access to safe drinking water facilities.
12 major repairs/rehabilitations of water supply systems were completed. A total of 8,901 individuals, including 4,572 males and 4,329 females from 1,571 households, gained access to safe drinking water facilities.
A total of 15 pre-construction orientation sessions were conducted with WSUCs prior to the repair, rehabilitation, and reconstruction of selected water supply schemes, contributing to their sustainability. Altogether, 429 individuals were capacitated during the pre-construction phase.
A total of 15 Climate Resilient Water Safety Plan (CR-WSP) trainings were delivered to WSUCs, which also included an orientation on climate-resilient WASH technologies applicable to water supply systems. In total, 251 individuals (167 males and 84 females) from 15 WSUCs were capacitated on the Climate Resilient Water Safety Plan (CR-WSP).
The upgradation training on plumbing skills for 15 Village Maintenance Workers (VMWs) has been completed. All 15 participants successfully enhanced their plumbing skills.
Urgently necessary plumbing materials support (fittings and tools) to 15 WSUCs.
A total of 15 trainings on Water Quality Testing and Water Supply Systems Chlorination, including an introduction to the Water Safe Community (WSC) declaration, were delivered to WSUCs. In total, 220 individuals (130 males and 90 females) from 15 WSUCs were capacitated on these topics.
A total of 15 post-construction orientation sessions were conducted with WSUCs following the repair and rehabilitation of water supply schemes to ensure the sustainability of the restored WSS. Altogether, 212 individuals were capacitated during the post-construction phase.
The handover of 15 ENPHO Water Quality Test Kits to 15 WSUCs has been completed. Each ENPHO Field Water Test Kit can test 80–100 water samples for 10 parameters, including pH, temperature, ammonia, nitrate, phosphate, iron, chloride, total hardness, free residual chlorine (FRC), and coliforms (presence/absence).
Repair and rehabilitation of 258 household latrines (58 partially damaged, 200 fully damaged) were completed across the program area. As a result, 1,382 individuals (703 males, 679 females), including 299 children and 13 persons with disabilities, gained access to improved sanitation. This intervention prevented open defecation, reduced the risk of disease outbreaks, and enhanced sanitation for the most vulnerable populations in the disaster-affected areas.
Conducted mass hygiene education and awareness campaigns through community engagement in 18 communities, reaching 1,126 individuals. Community members gained increased awareness of hygiene practices.
Menstrual Hygiene Management (MHM) orientations—including the use of sanitary napkins or cloths and proper disposal practices—were provided to adolescent girls and women, empowering 281 females across 18 communities with knowledge on menstrual hygiene management and the preparation of homemade sanitary pads.
Hygiene kits, water supply materials, and sanitation supplies were distributed to 1,001 families across the program area. These interventions provided emergency relief and reduced the risk of disease outbreaks, thereby improving sanitation for the most vulnerable populations in disaster-affected areas.
Capacity building was conducted in 4 Palikas on water quality testing and monitoring. A total of 82 individuals at the Palika level were capacitated, and water quality testing and monitoring mechanisms were established in all 4 Palikas.
A total of thirty (30) participants from 4 Palikas and Civic Forum were capacitated on the N-WASH Management Information System (MIS). Following the training, complete data entry in the N-WASH system was accomplished for the Makhlo Dandakateri, Bolakhegaun, Devikhola, and Nepane Phyankkhola water supply systems.
Ensured institutional strengthening and sustainability by formalizing Memoranda of Understanding (MoUs) on Operation and Maintenance (Sustainability Compacts) with four (4) Water Supply and Sanitation User Committees (WSUCs)—Makhol Dandakateri of Namobuddha Municipality, and Bolakhegaun, Devikhola, and Nepane Phyangkhola of Panauti Municipality—for the long-term management of water systems.
Installed in-line chlorination systems and facilitated Water Safe Community declarations in four (4) communities of the targeted Palikas: Makhol Dandakateri (35 households) of Namobuddha Municipality, and Bolakhegaun (60 households), Devikhola (72 households), and Nepane Phyangkhola (123 households) of Panauti Municipality. These communities were officially declared Water Safe Communities according to the Water Safe Community Manual, ensuring access to safe drinking water.
Implemented Water, Sanitation and Hygiene (WASH) Social and Behaviour Change (SBC) interventions in 10 communities across 4 selected rural and urban municipalities. A total of 2,497 individuals—1,205 males and 1,165 females, including 217 boys, 237 girls, and 16 persons with disabilities (PWDs)—from 443 households gained awareness on WASH-related Social and Behaviour Change (SBC).
